I think this quotation by Clare Boothe Luce means that you can't
buy happiness itself but you can buy things that make you happy. In
our modern world, people often forget that not everything is about
money and grandeur like how big your house is or how expensive your
car is. What people need to remember is that being happy is something
that cannot be bought or compared to how much you make each year.
This reveals the difference between the two sides of happiness,
bought happiness and priceless happiness.

In
my opinion, this quotation by Bertrand Russell means that happiness
is key to being successful. In an ideal world we would all have
enough money to not worry, friends and family to support us and we
would all be happy with who we are and what we have. However since an
ideal world isn't reality, being “good” is having something close
to this, which I think is what Bertrand Russell expressing.
Personally I think this quote reflects on the “Priceless Happiness”
and how being “good” is not enough.
